Felaveli (pronounced feh-lah-VEH-lee) is the capital of the Viridian province of Penmaerd. Located along the northern shores of Glass Lake in the western Penmaerd Forests, Felaveli is the most remote and inaccessible of the provincial capitals. Its inhabitants by and large enjoy their isolation, sometimes even to the point of ignoring or flouting the laws and proclamations issued in Ilirnas. Three times within as many centuries the legions have been sent in to remove governors who were deemed too independent, though the current governor, Arnda Oian, is widely viewed as personally loyal to King Larexus III.
The Penmaerd Forests stop right at the edge of Felavali - between the forest and the many parks found throughout the city, the trees contribute to the sense of quiet and calm that pervades the entire community.
In years past most visitors to the city traveled there by taking the Amani River north from the Chaskan coast before disembarking around Telipinu to take the roads from there, but since the beginning of the rebellion in Hkarzda this route is no longer viable. Instead, most now go overland from the east so as to avoid passage over the often dangerous central Thadrian highlands.
