Sarhess (pronounced sarr-HESS) is a small city within the Western Coast. The people of Sarhess have implemented an unusual method of governance, using magical methods to randomly select five citizens to run the city. These individuals, officially called the Lucky but colloquially referred to as the Unlucky, are given almost complete control of Sarhess for six months until the next group of five is chosen.
