Tempestarii (pronounced tem-pes-TAR-ee) is a port within the Blacksand Archipelago, under the informal control of the pirate factions of the Blacksand League. Though the city informally has close ties to the Four Thousand Eyes, and the faction often stations its ships there for extended periods of times, in following the terms of the League the city maintains its official neutrality. Unusually for communities in the Blacksand Archipelago, Tempestarii does not sit directly on the coast but is instead located on an elevated point about half a mile from the water.
