Vulan Issh (pronounced voo-LAHN ISH) is the elected leader of the underwater city of Voltumari. Widely liked within the city, Issh has held this position for over ten years - she is currently on her third term as Speaker. During her tenure Issh has prioritized relations with the surface world, turning Voltumari into one of the major aquatic ports of the Chaska Sea.
