Rhetor-kings are the leaders of the Hekudaki, a collection of Fanakaran tribes that live on the Wisps, an archipelago within the Wounds. The Hekudaki place great emphasis on the importance of speech and language, and so choose their leaders based on their skill in using words to rally their people. As is the case with most Fanakaran peoples, social status amongst the Hekudaki is conferred by deeds, and so their rhetor-kings must regularly demonstrate their abilities even once they have taken the role, sometimes seeking out and challenging others in the same position in a form of ritualized oratory duel. Topics for these typically involve matters of correct governance and social norms, but can veer into unusual territory at times.
