Ortka-sha (pronounced ORT-kah-SHAH) are local rulers in Rovakhit. These figures are effectively a cross between a mayor and a judge responsible for a specific settlement or part of a city. Subordinate to regional ortkas, who are themselves subordinate to the Ether Council, the primary function of an ortka-sha is the administration of law and justice. They rarely make major decisions in governance themselves - that is for their superiors - but instead interpret laws and prognostications to fit specific situations that arise within their domains.
Ortka-shas are typically promoted into the role from amongst local guard-captains. Unlike ortkas, ascension to the position without a prior role in the governance of Rovakhit is effectively unknown.
