Observatory of Horns

The Observatory of Horns is a complex in Rovakhad where the Ether Council, the rulers of Rovakhit, both reside and convene for their prognostications and augury. Almost entirely sealed from the outside world, only a small slit in the otherwise permanently locked outer doors and a secret tunnel for supplies connect those inside to the nation in which they govern. Its tall, perfectly smooth onyx walls are protected by automated magical ballistas. Only through flying do members of the Ether Council enter and exit the Observatory of Horns, and only when they first take the role or upon their death.

From the outside, the Observatory of Horns has the shape of a horned crown, its eight sides connecting an equal number of tall white stone towers that curve slightly inward and taper as they rise. These towers are said to be used in the Council's vigils of the night sky, but the precise details are known only to them. So too is the interior layout of the Observatory - it was built long ago in the utmost secrecy, after which all records of its designs were methodically destroyed. The Observatory sits on a rise on the western edge of Rovakhad, an imposing structure overlooking the city.

Within the Observatory of Horns, the Ether Council performs all tasks. In between their governmental and scholastic duties, they maintain their own homes, prepare their own meals, and otherwise are responsible for keeping the complex functional.
