Arsenoe (pronounced AR-sen-oh) is a small independent city on the southern coast of the Chaska Sea. The city is something of a regional center, and its markets are visited by the inhabitants of towns from miles around. Arsenoe has close ties to the nearby fortified town of Charax, and the two communities maintain open lines of trade and diplomacy.

The Eunomia Fleet of the Peleset Union docks at Arsenoe somewhat regularly. Occasionally Tirionite ships pass by, but most foreign visitors to the city arrive from Khapesh.
