Rhetor-kings are the leaders of the Hekudaki, a collection of Fanakaran tribes that likes on the archipelago of the Wisps within the Wounds. The Hekudaki place great emphasis on the importance of speech and language, and so choose their leaders based on their skill in using words to rally their people.
