The Empire of Pliver is a small nation within the Western Coast of the Chaska Sea. The goblins of the recently established "Empire" claim it to be the greatest and strongest of any around the Chaska Sea. Though they have certainly managed to carve out a small territory for themselves, to outsiders their cities are certainly not precisely as majestic as the goblins say.
Geography, flora, and fauna
Pliver controls a small stretch of the western coastline of the Chaska Sea, as well as a few islands not far offshore. Pliver claims the entire Western Coast as theirs, and that it is merely temporarily outside their dominion.
History
Many small goblin tribes have long lived in the region that is now the Empire of Pliver. Occupying their time by both fighting amongst themselves and raiding taller people, they have historically been more of a nuisance than anything else.
In Y6960, Pliver began unifying the disparate goblin tribes. Pliver started small at first, negotiating an "alliance" between his tribe, the Broken Wings, with the Four Tooth and Dogslayer tribes. He claimed the alliance was simply so they could be stronger when raiding nearby towns, and the chiefs of the other tribes would still be completely independent. Soon, however, his willingness to be deceptive proved obvious when Pliver killed the other chiefs and claimed their roles for himself. With a larger army behind him, Pliver was soon able to conquer the other squabbling goblins, bringing thirty tribes under his control by Y6966.
Once he led almost all the goblins of the coast, Pliver set about reorganizing them in the facsimile of an army, with hierarchical ranks and chain of command. This has been almost completely unsuccessful, though most of the goblins selected as commanders are perfectly willing to use their new authority as an excuse to use their "soldiers" to fight their rivals.
Demographics
Though the Empire's population is primarily goblin, many individuals of other ancestries also live in the area. The non-goblins of Pliver are mostly those that already resided in the region prior to the Empire's founding - though Pliver insists they pay tribute and swear fealty, they are otherwise mostly (officially) left alone.

Architecture and urbanization
There are many small villages and hamlets within the Empire, most of which are inhabited by humans or other taller people. The goblins continue to life in their semi-nomadic camps, but under Pliver's direction have also founded three "cities". Nobble, Reav's Castle, and the Grand City of Imbez were established to be centers of power in the new goblin empire, magnificent cities to rival anything a longshanks could build. In reality, these are little more than sprawling, dirty tent cities with some fortifications, though the goblins insist the best is yet to come.
Government
Pliver, the goblin, is the entire government of the Empire of Pliver. The laws and actions of his realm are entirely his to decide, and frequently change on a whim. Pliver relies on his generals to enact his demands, though he is not above directly ordering his minions around when necessary.
