Kebili (pronounced keh-BEE-lee) is one of the three oasis towns of Sahramina. Davulacomiexi, a blue dragon, leads the town in a dictatorship of sorts.
As might be expected from a blue dragon, Davulacomiexi controls his little fiefdom as tightly as he can. Both his subjects and visitors are expected to abide strictly by his rules, even though these sometimes change on a whim.
