The Third Beginning Fleet is a Pelesetian city-fleet. The crews of the fleet are largely descended from refugees from Akhom that fled after the Deluge. Rather than joining most of the rest of the refugees heading south to Rudamun, the people that would later comprise the Third Beginning Fleet decide to join the Peleset Union instead.
Today the fleet remains closely tied to Akhom, Rudamun, and Khapesh. Ships associated with the fleet are commonly found in the Kilche Sea as far south as Medinet, though they are careful to remain away from the shipping lanes commonly frequented by pirates of the Blacksand League. For their part, the pirates largely leave the Third Beginning Fleet alone, out of an understanding that doing so would invite a heavy punitive response. Third Beginning ships also often venture north into the Chaska Sea, but usually restrict their movements to the triangle between Khapesh, Avaris, and Aradet.
Unlike most other Pelesetian fleets, the Third Beginning Fleet does not contract as merchants or protection for independent ships or those associated with other nations. Instead, the fleet keeps to a largely self-sufficient existence, living off the bounty of the sea and selling any excess they come across.
The Third Beginning Fleet is even more decentralized than other Pelesetian fleets, very rarely traveling as one. Nevertheless, the Oracle of the Lamb is widely considered to be the fleet's flagship, as it is used whenever meetings between the captains are required.
