'''Quwe''' {{Pronunciation|KOO-wah}} is a small city in the [[Urra Highlands]] and the largest permanent settlement of [[Moon-Gazers|Moon-Gazer]] [[gnoll|gnolls]]. Built atop a high cliff with lines of sight across much of the surrounding landscape, and over the flatlands that stretch to the north, Quwe is one of the rare Moon-Gazer communities to use stone for the construction of homes rather than the typical hide tents. The population of the city is highly transient, as many tribes and bands stay for a time to confer with the clerics and oracles of the [[Moonlight Guide]], who collectively rule the city, before setting out once more. As a result life in Quwe can be highly chaotic with an ever-changing collection of faces and voices, yet while it lacks order it remains remarkably safe, as none dare offend the highest figures of their god.
