One of the oldest settlements of the [[Tumunzari]] [[dwarf|dwarves]], Haletsum has been continually inhabited for many thousands of years, though it has grown and shrunk in size repeatedly over that time. Many of the earliest iron forges of the Tumunzari can be found underneath Haletsum, some still functional and in use.

As with other cities in Tumunzar, Haletsum is ruled not by a mayor or governor appointed by monarch or provincial governor but rather by a dwarven council, which is largely free to make their own laws and decisions separate from those of the rest of the Dominion. The inhabitants of Haletsum have a reputation as some of the most staunchly traditionalist of the Tumunzari, more comparable in beliefs to the [[Barat Rkund|Rkundi]] dwarves than to the rest of their kin in western [[Thadria]], and have chosen to codify their ancient, traditional ways into law rather than adopt a more Viridian-inspired system.
